Iraq Takes in ISIS Detainees from Syria, Begins Threat Assessment
Saad Maan, head of the Iraqi Security Media Cell, stated that the transfers were conducted by land and air in coordination with the international coalition and with extensive efforts by Iraqi security forces. He described the move as part of broader efforts to reduce risks not only within Iraq but also at the global level.
“Specialized teams have begun preliminary investigations and are classifying the members according to their degree of danger, while recording confessions under direct judicial supervision,” Maan said. He did not specify whether the 2,250 figure represents a new batch or the total received since US Central Command (CENTCOM) began transfers on Jan. 21.
Maan emphasized that Iraq’s “fixed principle” is to prosecute all individuals involved in crimes against Iraqis and affiliated with ISIS before competent Iraqi courts. He added that the Foreign Ministry is in ongoing contact with several countries regarding detainees of other nationalities, and transfers to their home countries will proceed once legal requirements are completed. Meanwhile, Iraqi security agencies continue investigative work on the file.
Earlier this week, the Supreme Judicial Council of Iraq said the country had received 1,387 ISIS members from Syria and had begun investigative procedures. CENTCOM had announced on Jan. 21 the launch of an operation to transfer ISIS detainees from northeastern Syria to Iraq, starting with 150 detainees moved from Hasakah province.
CENTCOM commander Brad Cooper also briefed Syrian officials on plans to transfer approximately 7,000 detainees to Iraq.
